Understanding pwm value to get desired voltage from MOSFET?


hi have been playing around l298n motor controller. found equation find pwm needed desired output voltage.

i have 11.1v lipo motors rated 9v.

pwm = (vout/battv)*255

and has worked me far, when made own motor controller using  d90nh 24v 60a power mosfet old rcboat calculation did not work.
can explain why case?

ps friend said set arduino pwm high pwm didn't understand how works.

do mean connected directly fets in esc, or controlled esc using pwm?
