that looks "bare" lcd panel. is, it's lcd glass, needs driver chip control segments, apply square wave bias backplane, etc...

although make panel work arduino mega2560 (because need lots of pins) , elaborate software driver control segments, it's way impractical.

if want put lcd display on arduino (or better yet, vfd (vacuum florescent display - glowing blue-green kind)), buy complete display.

a complete display can cost $9.00 generic 16x2 lcd $40 or nice vfd.

these displays contain circuitry needed complex signals needed drive raw lcd panel. have provide few pins data, read/write , chip select (or spi).

i suggest not bothering glass panel have , instead use 1 of these:

https://www.sparkfun.com/products/255 <- 16x2 basic lcd display

https://www.adafruit.com/products/181 <- 16x2 basic lcd display w/header pins , contrast pot included

http://www.pololu.com/product/773 <- 16x2 basic lcd display

https://www.noritake-itron.jp/eng/products/module/cu-u/16x2.htm#16025-ux <- 16x2 vfd hd44780 compatible, , pretty bright glowing blue-green characters

good luck.
