Persistance of Vision from Histogram

i'm doing preliminary investigating regarding project. i'd modify 1 of persistence of vision "wands", of there many examples on instructables, display photograph. inspiration image: http://en.wikipedia.org/wiki/file:mechanical_television_with_led_strips.jpg. picture of moving image, far beyond skills. on other hand thinking if made histogram of jpeg text file somehow arduino read it. apparently application image magick capable of creating histogram text file. outputs 1 line each pixel, first designating plot point , value. of course limit myself using black , white images.
this first foray arduino beyond making l lights blink or fade. need learn project off ground?
