CSS IE problem and navigation bar question

hi

i have 2 questions:

is there way make elements of horizontal navigation bar same size no matter size of word? think can use background image maybe someoneknows other way..

and problem ie im setting bottom border style of thing dashed , thin looks bold or on ie , normal in firefox, knows way correct this?
