XBee + Atmega328 both standalones

hello everyone! can me.

i using arduino uno xbee pro (and shield) want make them both standalones.

i have no problem atmega328 standalone, , i've put 3.3v regulator on breadboard xbee
and have next connections:

atmega328 -> xbee
pin rx --> pin tx
pin tx --> pin rx

atmega connected 5v regulator , xbee conected 3.3v (which connected 5v regulator)

but it's not working, not txled xbee works.

do need more connections?
do need put voltage divider in tx pin atmega xbee see level of 3.3v?

thanks guys,
any appreciated
